OLG Re-Ups with Caesars to Operate Windsor Casino

The Ontario Lottery and Gaming Corporation announced today it has selected Caesars Entertainment Inc. as the service provider for its Windsor casino property, after a procurement process.

OLG began the process of finding an operator for the Windsor casino in 2023, releasing a Request for Pre-Qualification (RFPQ).

Caesars and its predecessor companies have partnered with OLG to operate the Windsor casino (Caesars Windsor) since the opening of the temporary facility in 1994.

OLG conducts and manages casinos in the province. OLG requires third party service providers to handle day-to-day gaming operations at a site, upholding set OLG standards, while OLG also makes payments to municipalities that host casinos, used to benefit local communities. 

The payments are based on a graduated scale of slot machine revenue, and a share of table game revenue and sportsbook revenue for those sites that offer those services.

Payments to Municipalities

Under the agreement, municipalities receive 5.25 per cent on the first $65 million of slot revenue, 3.0 per cent on the next $135 million of slot revenue, 2.5 per cent on the next $300 million of slot revenue, 0.5 per cent on the slot revenue above $500 million, and 4.0 per cent of table game revenue (if applicable), and 4.0 per cent of sportsbook revenue (if applicable).

Since 1994, OLG has provided CAD $131 million to the City of Windsor.

Caesars’ contract ends this year. However last July OLG announced it was exercising its option to further extend its operating agreement with Caesars Entertainment Windsor for an additional seven months, to March 2026. The two sides announced a 20-year operating agreement, expected to begin in early 2026.

20-Year Operating Agreement

OLG cannot publicly comment about the selection process, but a senior industry source said Caesars’s, Bally’s and Mohegan were the companies competing for the contract.

OLG is requiring Caesars to retain current casino employees for a period of no less than 18 months.
