States yet to legalize gambling

In 2025, states such as Nebraska, Oklahoma, and Alabama have taken steps toward legalizing gambling by introducing new bills and proposals, though none have passed yet. For example, Nebraska introduced LB13 on July 25, which would allow the state’s racetracks, or racinos, to offer online sports betting. At the other end of the spectrum, it’s highly unlikely that Utah or Texas would legalize gambling owing to strong political opposition in the states. Similarly, Idaho, Alaska, and South Carolina have seen little movement towards legislation in recent years.

  • June 30, 2025 - New Jersey bill to ban sweeps casinos: Assembly Bill 5447 passed, moving NJ closer to banning sweepstakes casinos.
  • June 2, 2025 - Illinois raises tax on sports betting: Sportsbooks will pay $0.25 per wager up to 20,000 bets, and $0.50 per wager thereafter, projected to generate around $36 million annually.
  • April 24, 2025 - Hawaii considers legalizing sports betting: A sports betting bill was debated with the possibility of making Hawaii the 40th legal sports-betting state. The proposal includes dedicating 7% of tax revenue to problem-gambling prevention.
  • March 21, 2025 - Reintroduction of the SAFE Bet Act: After failing to make progress in its initial introduction to congress in September 2024, the SAFE Bet Act has been reintroduced with expanded provisions.
  • March 7, 2025 - Missouri delays sports betting launch: Despite sports betting being approved by voters in November 2024, the launch has been delayed due to the Missouri Gaming Commission's request for emergency rule being denied.
  • February 28, 2025 - New York sports betting growth: The sports betting industry in the Empire state continues to grow with the New York State Gaming Commission reporting $23.9 billion in capital flows for mobile sports betting in March 2025.
  • January 20, 2025 - Nebrasksa online sports betting debate: A debate by the Nebrasksa legislature on bill LB13 which would allow racinos to offer online sports betting has been delayed. The earliest possible launch is now 2027.
  • November 7, 2024 - American Gaming Association: A survey conducted by the AGA found that 75% of Americans view the gambling industry as acting responsibly, with 90% of the respondents viewing sports betting as a legitimate form of entertainment.
  • September 12, 2024 - Federal Sports Betting Bill proposed: The SAFE Bet Act would require all state level sports betting to be authorized by the Department of Justice. Raised by New York Rep. Paul Tonko and Connecticut Sen. Richard Blumenthal, the act, if passed, looks to enforce standards for gambling and advertising practice at a federal level.
  • September 9, 2024 - New York wagered $1.4bn on sports betting in August: The New York Gaming Commission reported New York’s online sportsbooks generated $1.4 billion for the month, up 27.3% year on year. FanDuel and DraftKings had the lion’s share of the August handle.
  • August 28, 2024 - Record number of Americans gambled in the last year: For the first time, a survey has shown the majority of American adults participate in gambling, with 55% of people reporting they did so in an American Gaming Association survey. This figure is an all-time high, and double the 22% gambling in 2021 in the post-pandemic low.
  • August 13, 2024 - Missourians can vote to approve sports betting in November: Voters in Missouri will have a say in the November 5 ballot on sports betting in the state. 180,000 signatures were gathered on a petition filed with the Missouri Secretary of State, enough to secure Missourians a stake in the November vote.
  • July 25, 2024 - Nebraska online sports betting unlikely until 2027: The introduction of Legislative Bill 13 would authorize Nebraska’s racinos to offer online sports betting. However, an amendment to the bill allowing voters to approve the move in an upcoming ballot pushed the provision past the fall election. The next opportunity would be the 2026 midterms.
