Resorts World Las Vegas Hires 1st Chief Compliance Officer Following Illegal Betting Scandal

- Resorts World Las Vegas has hired its first chief compliance officer
- It will be gaming attorney Jennifer Roberts’ job to ensure no repeats of the recent scandal in which illegal bookmakers were allowed to gamble at the casino resort
Resorts World Las Vegas announced on Tuesday the hiring of its first chief compliance officer following the illegal bookmaking scandal that raked its reputation, and MGM Resorts’, through the mud and cost each casino company multiple millions in gaming fines.

Jennifer Roberts will fill the role created to oversee Resorts World’s regulatory compliance, registration and licensing, and responsible gaming, the casino resort announced on Tuesday.
Roberts was previously VP and and general counsel at WynnBET. Founder of the law firm Roberts Gaming Law, she also teaches at the law school at UNLV, where she also served as interim executive director for its International Center for Gaming Regulation.
“Her deep expertise in gaming law and understanding of the casino regulatory environment make her uniquely positioned to continue our efforts to build and sustain a robust, world-class compliance program,” Resorts World Las Vegas CEO Alex Dixon said in a statement.
Roberts’ role will include overseeing compliance with anti-money laundering laws including the Bank Secrecy Act, which the Nevada Gaming Control Board accused Resorts World of violating when illegal bookmakers being allowed to gamble at the property between 2022 and 2024.
The casino resort’s owner, the Genting Group, agreed last month to pay a $10.5 million fine, the second highest in Nevada history, to settle the complaint.
Resorts World has undergone significant personnel changes since the scandal, including the ouster of former president and COO Scott Sibella in September 2023, the departure of executives Doni Taube and Richard Corbett in September 2024, and the installments of Dixon last December and Carlos Castro as COO/CFO in February.
Thanks to Sibella, who was stripped of his gaming license for five years, the scandal — which involved illegal bookmakers Mathew Bowyer and Ippei Mizuhara, the former interpreter to LA Dodgers star Shohei Ohtani — also ensnared MGM Resorts, for whom Sibella served as president of the MGM Grand from 2010 to 2019. (MGM agreed to pay its own $8.5 million settlement to gaming regulators last week.)
Prior to Roberts, compliance for Resorts World was overseen by Tonya Henderson, VP of Compliance, who still lists the job on her LinkedIn page.
