Pennsylvania Gaming Revenue Sets Annual Record in 2024, as Players Lose Over $6B

Pennsylvania gaming revenue reached a new high for the third consecutive year in a row.

On Friday, the Pennsylvania Gaming Control Board (PGCB) revealed December numbers for the state’s 17 brick-and-mortar casinos, iGaming, sports betting, truck stop video gaming terminals, and fantasy sports. Gross revenue from the verticals totaled $533 million to cap off the unprecedented year.
According to a tally performed by Casino.org, statewide gross gaming revenue (GGR) in 2024 hit a record high of more than $6.13 billion. The result represents a year-over-year increase of 7.7%, or $440 million.
Eight months of the year reported GGR upwards of half of a billion dollars, with November leading the way at $562.3 million. November was the best month in history for Pennsylvania’s many gaming operators.
The $6.13 billion haul ranks Pennsylvania third in 2024 GGR behind Nevada and New Jersey. Nevada has not yet released December gaming numbers, but through November, GGR stood at almost $14 billion. New Jersey’s yearly revenue totaled $6.3 billion.
Internet Powers Growth
Pennsylvania’s overall gaming industry is healthier than ever, and the state last year received more money in tax revenue than it ever has before since legalizing slot machines in 2006.
The state’s legacy gaming business, however, saw revenue slow last year. Retail play, or gaming won on physical casino floors, decelerated in 2024, as GGR declined 1.5% from $3.43 billion to $3.38 billion.
The year-over-year gaming revenue growth of nearly 8% was primarily propelled by iGaming.
GGR from online casino gambling, including poker rake, totaled $2.17 billion. That marked a 25% surge on 2024 — a difference of about $439.8 million.
2024 marked the first time that Pennsylvania iGaming win exceeded $2 billion. December finished the year well, as internet casinos took almost $223.6 million off remote gamblers.
Oddsmakers reported over $510.7 million in revenue from online and in-person bets, an 11% gain on 2023 when the books won $458.6 million from bettors. Sportsbooks won over a half-billion dollars for the first time in a given year.
Revenue from VGTs at truck stops was flat, as the $41.5 million in 2024 GGR represented a 0.7% increase, or $288,539. Fantasy sports operators charged about $18.7 million in commission, or slightly less than the $20 million they received in 2023.
Online fantasy sports and in-person casino revenue were the only two verticals that reported year-over-year GGR declines.
More Gaming?
The PGCB oversees all forms of gaming in the commonwealth aside from the Pennsylvania Lottery. The state last expanded gaming in 2017 with the authorization of additional physical casinos, dubbed satellite or mini-casinos that are allowed to hold up to 750 slot machines and 30 live dealer table games.
The 2017 expansion package additionally included iGaming, VGTs, and fantasy sports. The law also provided the legal framework for sports betting should a federal law banning such gambling be repealed — it was by the U.S. Supreme Court the following May.
The PGCB’s regulatory scope could expand in 2025 to include skill games, controversial slot-like gray games that the casino industry and state’s attorney general contend constitute illegal gambling. Legislation is expected to again consider establishing a legal framework for the games commonly branded Pennsylvania Skill.
