The Commission was set up in February 1998 and regulates all forms of in-person and online gambling in ON.The AGCO sets the requirements that all casinos must meet and enforces them. This includes fulfilling its Registrar Standards for Internet Gaming, which legally benchmarks game randomness, ensures legal conduct of casinos, and enforces standards for responsible gambling tools. It also lays out rules regarding player data security, financial best practices, and advertising.From a player's perspective, you never need to worry, as all of your personal data is safe. Plus, there are guarantees for fair play and transparency for all games. You can also rest assured that any payouts will be timely and accurate. Overall, this has meant fairer, safer, and more secure online gambling in Ontario and a higher quality of casinos online.The AGCO set up iGO in July 2021 as a subsidiary, specifically to manage online gambling. This allows the operator to offer their sites and apps in the province.On May 12, 2025, the iGaming Ontario Act came into force. This split iGO from the AGCO. This was due to a conflict of interest involving the latter regulating gaming while its subsidiary entered agreements with and generated revenue from operators.iGO became a standalone agency under the Ministry of Tourism, Culture and Gaming as a result of the new law. OLG now also reports to the Ministry, which oversees all revenue-generating parts of the ON gambling industry. Meanwhile, the AGCO continues to regulate land-based and online gambling in Ontario and reports to the Ministry of the Attorney General.

Is Daily Fantasy Sports legal in Ontario?

Yes, it is. But all players in the pool must be in Ontario. This means the market is small. Therefore ON players cannot access the large prize pots open to players from around the globe. As such, operators such as DraftKings and FanDuel do not offer DFS in the province. Ongoing legal developments might mean the situation changes in the future, so we'll keep this page up to date.

A helpful timeline of Ontario gambling

  • 2025: The province's regulated market celebrates the third anniversary of its launch. Players are wagering around $7 billion a month across the board.
  • 2024: ON becomes one of the biggest North American iGaming markets, taking over $35.6 billion in total wagers.
  • 2024: The Superior Court validates iGaming in Ontario as compliant with the Criminal Code, following a legal challenge by the Mohawk Council of Kahnawake.
  • 2024: As of February 28, a ban on celebrities and athletes appearing in gambling ads comes into force. The only exception is to advocate for responsible gambling practices.
  • 2023: In November, iGO announces a self-exclusion tool. With a planned 2024 launch, it will allow bettors to exclude themselves from all Ontario operators.
  • 2023: The province's regulated gambling market created 12,000 jobs over year one, according to an iGO report on June 14.
  • 2022: In-person sports betting launches at retail casinos from October 2022.
  • 2022: Legal and regulated iGaming launches on April 4, 2022.
  • 2021: The AGCO establishes iGO to manage the online gambling market.
  • 2021: PROLINE+, a province-run sportsbook by OLG, goes live for Ontarians on August 27, 2021.

Upcoming changes in the Ontario iGaming world

As the iGaming industry in Ontario goes from strength to strength, we expect the market to keep growing. Here are the biggest changes you can expect in 2025 and beyond.
  • Continued growth, working with operators and other third parties: iGO's 2024-2027 Business Plan outlines several expansion ideas. These include working with operators, the OLG, and the AGCO to bring more choice to players. VIXIO Gambling Compliance predicts rapid growth to a revenue of $1.5 billion by 2026.
  • Sustained commitment to responsible gambling: The provincial government will invest $9m in responsible gambling as part of a three-year plan. In addition, the AGCO and iGO selected Integrity Compliance 360 and IXUP as partners for their self-exclusion program in August 2024. This will allow you to self-exclude from all Ontario iGaming operators with ease, including OLG.ca.
  • More casinos and software providers: As iGO renews operating agreements for Jackpot City Casino and others, new sites are set to launch in the province. With more operators, we can expect software providers to follow Swintt and EvoPlay to enter the market, too.

What gambling sites are legal in Ontario?

Since Ontario legalized online gambling in Ottawa and the wider province in 2022, the market has developed significantly. There are now 49 operators running 74 brands. These brands operate 83 gambling sites, 73 of which are casinos. These include Jackpot City Casino. You can, of course, play via the OLG online casino too, taking the number of regulated casinos to 74.
