Today’s Deadline Day for Proposals for Provincial Lottery’s New National Sports Betting Solution

Today’s deadline has passed for companies submitting proposals to build a “National Sports Betting Solution” for the British Columbia Lottery Corporation (BCLC) and Atlantic Lottery Corporation (ALC).

New Sportsbook Platform for Provincial Lotteries

In March BCLC and ALC announced they were partnering up to build the new platform and were conducting a request for proposal via the Merx platform on behalf of BCLC.

According to the RFP on Merx: 

The Operators are collaborating to select a single Supplier with which they will each negotiate a contract to provide a technology platform as well as the trading and liability management services that will enable each of the Operators to offer sports betting through the Supplier; collectively deemed the National Sports Betting Solution (the “NSBS”).  

“This joint effort aims to offer a best-in-class national sports betting product under one brand “PROLINE”, which various Canadian Lottery Corporations have used since 1992.  A single sport betting platform solution is meant to enable a consistent sports betting experience for Players in each of the Operators’ jurisdictions.  The Supplier is expected to provide digital sports betting services for all operators under the brand name “PROLINE+”, and retail sports betting services for select Operators under the brand name “PROLINE”.

RFP Deadline Today

The closing date for proposals was originally April 24, but got pushed to today, at 1 p.m. EST.

According to Greg Weston, spokesperson for ALC, results of the RFP will be publicly posted when the successful candidate has been chosen.

“Atlantic Lottery is committed to delivering a best-in-class gaming experience to its players, and investing in up-to-date technology is key to delivering the competitive products our players expect,” he said.

Through this RFP, we are exploring the potential to partner with other lotteries across Canada in seeking a supplier who can deliver a platform which is a best-in-class solution for both online and retail sports betting. A single sports betting platform will better enable the delivery of a consistent and best-in-class sports betting brand and experience for players in each participating jurisdiction.

Kambi Took Over OLG’s Sport Betting Platform 

“The Pro-Line brand has been used by various lottery corporations since 1992. This initiative will help the Lotteries strengthen our brand positioning within the Canadian market at a time when interest in sports betting continues to grow.”

The Ontario market, with 49 licensed operators competing with government-owned Ontario Lottery Corporation, just had its third anniversary. An Ontario-style market is set to launch in Alberta, likely in early 2026.

Additional provincial operators will have the right to join the lottery collective in the future, mentioning Loto-Québec specifically.

“Loto-Québec is still willing to consider it but there’s no update at the moment,” said Renaud Dugas, a spokesperson from Loto-Québec.

In February, it was announced that Kambi Group, the B2B sportsbook technology provider, was taking over the role as the Ontario Lottery Corporation’s multi-channel sportsbook partner. Kambi assumed the contract held by FDJ Group (Française des Jeux).
