BCLC and ALC Put Out RFP for ‘National Sports Betting Solution’

- Kambi Group took over as OLG’s sports betting partner in February
The British Columbia Lottery Corporation (BCLC) and Atlantic Lottery Corporation (ALC) have partnered up for a new “national sports betting solution” with an open invitation to other provincial crown corporations to join them.
Loto Quebec Welcomed to Join
ALC is conducting a request for proposal via the Merx platform on behalf of BCLC.
According to the RFP:
The Operators are collaborating to select a single Supplier with which they will each negotiate a contract to provide a technology platform as well as the trading and liability management services that will enable each of the Operators to offer sports betting through the Supplier, collectively deemed the National Sports Betting Solution (the “NSBS). This joint effort aims to offer a best-in-class national sports betting product under the one brand “PROLINE”, which various Canadian Lottery Corporations have used since 1992.
“A single sport betting platform solution is meant to enable a consistent sports betting experience for players in each of the operators’ jurisdictions. The Supplier is expected to provide digital sports betting services for all operators under the brand name PROLINE, and retail sports betting services for select Operators under the brand name ‘PROLINE+’ and retail sports betting services for select Operators under the brand name ‘PROLINE’.”
Closing Date for RFP
A key point in the RFP: Additional provincial operators will have the right to join the collective in the future, mentioning Loto Quebec specifically.
“We think there’s room for a national product—we already offer that with lottery games. Loto-Québec is willing to consider it,” said a Loto-Québec spokesperson.
And after a hiccup regarding the deadline for proposal submissions, both ALC and BCLC reached out to confirm the correct closing date: April 24, 2025.
Kambi Announced Partnership with OLG in February
BCLC currently offers legal sports betting to B.C. residents via its PlayNow platform. ALC offers sports betting via PROLINE.
In February, the Ontario Lottery Corporation announced that Kambi Group was taking over the role as the Ontario crown corporation’s multi-channel sportsbook partner, assuming the contract from FDJ Group (Française des Jeux).
