Last year, Missouri became the 39th state to legalize sports betting. The gaming expansion was formally ratified by voters through a statewide referendum during the presidential election.

Though Missouri is officially a sports gambling state after the November 5 election results were certified in December by Secretary of State John Ashcroft’s office with a narrow 50.05% of the vote, Missourians cannot legally bet on this Sunday’s Super Bowl LIX.
For the fifth time in six years, the Kansas City Chiefs will play in the big game. The defending champion Chiefs are 1.5-point favorites against the Philadelphia Eagles, the NFC team Kansas City defeated two years ago in Super Bowl LVII.
The moneyline for Sunday’s championship at the New Orleans Caesars Superdome is Kansas City -125 and Philadelphia +105. The over/under is 48.5 points at FanDuel and BetMGM.
Missouri Gaming Rules
Last month, the Missouri Gaming Commission (MGC) finalized its governing regulations that will oversee in-person and online sports betting in the Show-Me State. The proposed rules have been sent to Gov. Mike Kehoe’s (R) office for approval.
At the MGC’s most recent meeting held in January, Chair Jan Zimmerman said the agency’s staff worked nights and weekends to get the rules to the governor. Once approved — expected in the coming days — the MGC will begin the tedious task of forming an application and licensing process for interested sportsbook operators. Zimmerman says she hopes to have licenses awarded and books operational this summer.
Under Amendment 2, all 13 casinos in Missouri can seek licenses for a single retail sportsbook and one online sports betting platform. Missouri’s six professional sports teams — the Chiefs, Kansas City Royals, Kansas City Current, St. Louis Cardinals, St. Louis Blues, and St. Louis Soccer Club — can apply for the same privileges.
Missouri’s sports betting amendment also creates two online sportsbook skins without being tethered to a physical casino or sports stadium. Zimmerman says those opportunities will be awarded through a competitive bid, with the best offers for the state likely to be the recipients.
Retail sportsbook licenses cost $250K every five years. Online books cost $500K per half-decade. Gross revenue from both retail and mobile wagering will be subject to a 10% tax, with most of that revenue going to support K-12 public education.
Super Bowl Sports Betting
A Chiefs fan living in Missouri can’t place a legal bet on Sunday’s Super Bowl unless they travel to a neighboring state where sportsbooks are already operating.
Missouri is bordered by eight states, and six have mobile sports betting — Iowa, Illinois, Kansas, Kentucky, Tennessee, and Kansas. Nebraska additionally has in-person sports betting.
BetMGM told Casino.org on Monday that the pre-Super Bowl betting money has been split. About 54% of the spread bets have been on Kansas City, though 53% of the money wagered has been on underdog Philadelphia. On the moneyline, 70% of the bets and 64% of the money has been on the Chiefs.
Bettors think purple will be the color of the Gatorade bath the winning coach receives at +225. With the game being played in the Big Easy, and purple being most associated with New Orleans, much money has been staked on the color being doused on the winning coach. Yellow, green, and lime have the next-best odds at +250.
The most player prop bets have been on Eagles RB Saquon Barkley. He’s at -105 to score a touchdown and +400 to score the first TD of Super Bowl LIX.
