Rivers Casino Portsmouth’s $65 Million Hotel Plans to Open Before Boyd’s Norfolk Resort

Officials with Rivers Casino Portsmouth say their $65 million hotel development is roughly halfway complete.

Announced last May, Chicago-based Rush Street Gaming is in the midst of construction of The Landing Hotel at Rivers Casino Portsmouth.
The 106-key hotel with 32 suites is designed to fend off forthcoming competition when Boyd Gaming opens its resort casino in nearby Norfolk. Boyd’s $750 million to-be-named waterfront destination next to the Harbor Park Minor League Baseball stadium is slated to open in late 2027.
Rivers Portsmouth has operated as a non-hotel casino since it opened in January 2023. The first permanent casino in Virginia, Rivers Portsmouth President Antonio Perez says The Landing will open early next year ahead of Boyd’s commencement.
Mayor’s State of the City Address
Rivers officials celebrated the topping off of The Landing Hotel in conjunction with the Portsmouth casino’s Event Center hosting Mayor Shannon Glover’s annual State of the City address. Glover touted record investment in the city, reduced crime, and an overhaul of the waterfront.
This hotel has been a part of the vision from day one. It increases opportunities for lodging in our city. People can stay over. They can have an experience, more than just coming in and going back home,” Shannon said.
City officials, including Brian Donahue, Portsmouth’s director of economic development, said it’s been many years since an eight-story building was constructed.
“I think it’s been decades … but I can assure you there’s going to be many more to come,” Donahue said.
Portsmouth is benefiting not only from the Rivers Casino but also from the region’s longtime economic reliance on maritime, logistics, defense, and renewable energy sectors, all of which are currently in high demand.
Boyd’s project in Norfolk includes a casino with 1,500 slots, 50 table games, and a sportsbook. A 200-room hotel will be complemented by 13,000 square feet of meeting facilities, a 45,000-square-foot pool deck, and eight food and beverage outlets. A 1,000-space parking garage is also planned.
Rivers Portsmouth
The Landing is the casino hotel brand Rush prefers to use at its gaming properties. The Rivers Casino Portsmouth Landing will join Landing hotels at Rivers Casino Pittsburgh and Rivers Casino Schenectady in New York.
Rivers Portsmouth has been a success for Rush. A $340 million initial investment, the property, as of April, features 1,415 slot machines, 84 live dealer table games, and a BetRivers Sportsbook.
Gross gaming revenue (GGR) at the casino has increased annually. Rivers Portsmouth reported GGR of $250 million in its debut year. The casino’s win climbed to $309 million in 2024 and to $316.3 million last year.
Along with its casino floor and The Event Center, Rivers Casino Portsmouth includes five full-service restaurants, a grab-n-go eatery, and a Starbucks.
