Florida Lottery Clerk Steals $1,000 Ticket, Arrest Follows Sexual Assault and Strangulation Charges

The Florida Lottery has apprehended a bad actor who allegedly used his role as a retail clerk to try to scheme the state-run gaming operation.

On Tuesday, the Florida Lottery’s Division of Security reported the arrest of a Bay County convenience store employee. Assisted by state and local law enforcement, Rohail Akbar Khan was arrested on claims of stealing a scratch-off ticket worth $1,000 from the Bay Food Mart in Panama City.

The Florida Lottery details that Khan allegedly failed to follow required compliance procedures in processing a customer’s scratch-off ticket. After scanning the tickets and realizing one had won $1,000, Khan is accused of pocketing the ticket and the redemption instructions instead of giving them to the customer.

A retailer compliance probe of the Bay Food Mart lottery’s operations determined that Khan sold the ticket and claim instructions for $800. When the conspirator attempted to redeem the scratch-off at the Florida Lottery Headquarters in Tallahassee, the ticket was flagged as stolen.  

Clerk Has Lengthy Rap Sheet

The Florida Lottery says Khan has been charged with one count of Dealing in Stolen Property, a felony, and one count of Unlawfully Selling the Right to Claim a Lottery Prize, a misdemeanor. The charges come with a possible prison term of six years and fines of up to $6,000.

Retailers are entrusted with following strict procedures that protect players and ensure fairness in every lottery transaction,” said Florida Lottery Acting Secretary Reginald Dixon. “When those procedures are disregarded for personal benefit, it compromises the system we rely on. Our Division of Security will continue conducting compliance operations and pursuing accountability wherever violations occur.”

Court records show Khan is being represented by a public defender. He remains in the Bay County Jail after failing to post a $30,000 bond.

Khan has a lengthy rap sheet. He has two other active cases against him, including charges for sexual battery, aggravated battery on a pregnant woman, strangulation, and cruelty/child abuse with great bodily harm.

The Florida Lottery supports the Bright Futures Scholarships Program. The program has awarded more than one million scholarships since its inception in 1997.

Efforts to scheme the lottery take away money for the higher education program, the lottery release said.

Assault Details

Casino.org obtained copies of the sexual assault and battery affidavits that shed chilling details on the allegations.

Law enforcement told the court that Khan, in April, punched his wife, Sapna Khan, and then grabbed her hair and slammed her face into the microwave two times. During the assault, Sapna was holding the couple’s 11-month-old child, and their five-year-old child stood by watching the abuse. Sapna fell to the floor, landing on the five-year-old and dropping the 11-month-old.

Another affidavit reports that Sapna repeatedly told Rohail that she did not want to engage in sexual intercourse. Despite her refusal, Rohail allegedly used physical force, grabbing her by the hair and pushing her onto a couch in the living room. During the sexual assault, Sapna said Rohail bit her neck, face, and toes.

“The defendant also placed his hands around the victim’s neck and applied pressure, restricting her breathing, and struck the victim multiple times,” the affidavits detailed.
