Prostitution in Macau Is Legal and Widely Available Near Casinos, But Risks Remain

In the shadows of Macau’s towering and sprawling casino resorts is the city’s legal sex trade.

Along with gambling, prostitution is big business in the Chinese Special Administrative Region (SAR), a place mainlanders’ jaunt to for their sinful delights.

Unlike China, which prohibits prostitution, the practice is generally legal in Macau. One of two SARs under the People’s Republic, Macau adheres to the “One Country, Two Systems” framework that allows the enclave to maintain a sense of governance autonomy from the mainland.

Legal casino gambling and the purchase of sex are two major differences in law between Macau and China. Macau has tolerated the sex trade for decades, dating back to when it was under the control of Portugal.

There are, however, certain rules on how prostitutes must go about offering their bodies to customers. 

Police Infiltrate Prostitution Ring

This week, Macau’s Judiciary Police announced the arrests of 26 people for prostitution activities. While prostitution is allowed in Macau, the organizing of prostitution is not.

In plain terms, Macau allows a person to sell sex, so long as the consumer and sex worker meet privately and agree to terms on mutual consent. Organized prostitution run by a syndicate or pimp is illegal.

Many customers find prostitutes in and around Macau’s many casinos. Prostitutes are also common at karaoke clubs, bars, massage parlors, and hotels.

Macau law enforcement alleges that the 26 individuals detained had organized a prostitution ring under the guise of saunas. Police detailed that three businesses advertised as saunas were actually prostitution houses.

An investigation determined that the saunas offered “treatments” and “services” ranging in cost from MOP$2,000 to MOP$8,000 (US$248-$992). Transaction logs uncovered that the workers’ cut was around $120 to $250.

Police said almost 400 prostitutes were working inside the saunas, with the illicit operation generating up to $40 million last year. One of the illegal businesses was inside the New Orient Landmark Hotel. The 464-room hotel is located downtown, near Wynn Macau and Casino Lisboa Hotel. 

Casino High Stakes, Cheap Prostitutes

In Macau, minimums for baccarat, the game of choice, are usually around MOP3000 (US$383) at luxury properties. For VIP tables, the minimums can be much higher, with places like MGM Cotai and City of Dreams demanding bets of more than $1300. During peak times, private high roller rooms can require minimum bets as high as $13,000.

VIPs have no problem plopping that down. In fact, a high roller in the world’s richest casino hub is generally defined as a player whose bankroll is upwards of $1 million.

For Macau travelers seeking sex, the cost of entry doesn’t mimic the city’s high-end casinos.

A search on social media messaging boards details that fees for a street-level prostitute can run as cheap as $40 to $100 per session. Prostitutes in more luxurious areas, including in Cotai, charge higher rates at around $200 to $400.
