WagerWire Wins Gibraltar Approval to Launch Prediction Market Operations

Prediction market startup WagerWire has secured an approval in principle from Gibraltar, putting the company on track to become just the second regulated operator in the territory’s expanding event-contract sector.

Launch Date by Start of NFL Season
Addressing the license, WagerWire CEO and co-founder Zach Doctor lauded the move as a “transformational opportunity” for WagerWire to fully realize its company mission.
“For years, we’ve built products that challenge the status quo by introducing greater flexibility, liquidity, and control into traditional sports betting, and Wire Markets represents a natural extension of that vision,” Doctor said in a statement.
The company is planning to launch its prediction market in time for the start of NFL season this fall, and for the start of major international soccer league seasons. In a statement, the company said it plans to establish Gibraltar as its international base for prediction market operators, as a springboard for expansion.
Secondary Market for Sports Bets
WagerWire came onto the scene in 2021 as the world’s first secondary marketplace for online sports bets, allowing users through its proprietary technology to buy and sell active sportsbook wagers before the game ended.
Despite having a population of just 35,000, Gibraltar, a self-governing British Overseas Territory, is one of the most important jurisdictions for the global iGaming industry, serving as a licensing and operational hub for some of the industry’s biggest names.
ADI PredictStreet Licensed in March
Gibraltar is now diversifying into prediction markets, issuing its first license to a prediction market operator, ADI PredictStreet, last March, making Gibraltar the first European jurisdiction to formally license a prediction market platform.
ADI PredictStreet is the Official Prediction Market Partner of FIFA World Cup 2026 and also recently announced partnerships with DAZN and Fanatics Markets.
Regulatory Challenges
Regulatory uncertainty has been one of the big challenges for prediction markets globally, which Gibraltar is addressing, regulating under a gambling framework. Prediction markets offer contracts in areas like sports outcomes, elections, economic data, entertainment and world news.

Pathway to Europe
For other prediction market companies like Polymarket, Gibraltar offers a potential licensing route into Europe—a pathway that WagerWire’s CEO openly supports.
