Atlantic City Cop Accused of Raping Tropicana Patron Handcuffed in Squad Car

An Atlantic City police officer accused of raping an intoxicated casino-goer while she was handcuffed in his squad car has been charged with first-degree aggravated sexual assault.

Officer Joshua Munyon, 24, of Egg Harbor Township, N.J., was arrested last Thursday. He is alleged to have issued a summons to the victim at the Tropicana Atlantic City on Sept. 13, 2024, for being intoxicated. He then drove the victim to a parking lot where he allegedly assaulted her, according to prosecutors.
Public drunkenness isn’t illegal in New Jersey unless an individual is causing a disturbance, endangering themselves or others, or violating open container laws. There is no such thing as a summons for intoxication under New Jersey law.
Aggravated sexual assault is the legal term in New Jersey for rape with specific aggravating factors, which include violence and circumstances where the perpetrator has a supervisory authority.
Caught on Camera
After the alleged assault, Munyon drove the victim back to the Tropicana, where she told staff about her ordeal, prosecutors said. Tropicana staff immediately called the police.
The case was referred to the Atlantic County Prosecutor’s Office while Munyon was placed on a modified assignment.
Investigators viewed surveillance video from the casino that showed the alleged victim getting in and out of Munyon’s squad car. This contradicted his account to his supervisors that the woman was ever under arrest or in his vehicle. The details were also supported by location data from the police vehicle, prosecutors said.
“[The victim] disclosed injuries to her wrists due to being handcuffed during the assault as well as chipped toenails due to the position she was in when the assault occurred inside Officer Munyon’s patrol vehicle,” according to prosecutors.
Rookie Cop Faces 20 Years
Munyon was hired by the Atlantic City Police Department in August 2022, joining as an officer on his graduation from the department’s training center in February 2023.
He has been suspended without pay pending the outcome of the case, which also sees him charged with second-degree counts of sexual assault and official misconduct.
If convicted, Munyon faces 10 to 20 years in state prison and would serve a mandatory 85% of his sentence without parole.
The incident remains under investigation by the Atlantic County Prosecutor’s Office Special Victims Unit and Professional Standards and Accountability Unit.
