You are under the presumption that all commercial casinos would produce the same amount of profit annually. If there were commercial casinos in every single state then the ones that already exist would lose money due to not one person traveling outside of their own state to gamble. It is all relative to the population and the state’s wealth. It is illogical to assume that every state would have successful commercial casinos. Existing non commercial casinos are suffering in places such as Connecticut. What makes you think commercial ones would do any better, not to mention CT has the advantage of pulling people from out of state that do not have allowed casinos. Imagine if there were casinos in every state. There would be no reason to travel to other casinos in undesirable states thus they would fail.
