EXCLUSIVE: Wynn Resorts Not Involved in Tysons Casino Despite Encore Renderings

Wynn Resorts has clarified that it has little to no involvement in the push to bring a commercial casino resort to Tysons in Northern Virginia.

This week, the Fairfax County Board of Supervisors formally opposed state legislation that would permit a casino within the county. Since 2023, several lawmakers in Richmond have suggested adding the affluent Northern Virginia county to the list of areas where casinos can operate.
Regional real estate firm Comstock Companies has been behind the legislative talks led by Fairfax’s state Democratic Sens. David Marsden and Scott Surovell. In renderings released by Comstock showing what a casino in Tysons might look like, a resort concept is shown in classic Wynn style with the Encore branding.
Wynn Talks Northern Virginia
Casino.org reached out to Wynn Resorts for clarification about the company’s involvement with Comstock and if it’s pursuing a casino in Northern Virginia. A company spokesperson said Wynn Resorts didn’t produce the Comstock rendering showing the Encore building.
The Wynn executive said the company regularly engages developers across the country about possible collaborations. But, to date, talks in Northern Virginia haven’t materialized into anything serious.
Wynn Resorts operates three casinos domestically, with Wynn and Encore Las Vegas, and Encore Boston Harbor in Everett, Mass. The company is additionally heavily invested in China’s Macau with Wynn Palace Cotai and Wynn Macau. Wynn also operates the prestigious Wynn Mayfair in London.
Wynn Resorts plans to open Wynn Al Marjan Island in early 2027 in the United Arab Emirates.
Comstock Casino
Comstock Companies is hoping to build a casino resort near the Spring Hill Metro Station next to the Adaire residential high-rise. Comstock’s renderings suggest redeveloping most of the 30-acre property between Spring Hill Rd. and Tyco Rd. at Leesburg Pike.
For that to happen, state lawmakers must pass legislation to allow Fairfax County to host a casino, and for Comstock to win the development right through a competitive bid and/or local referendum. While the Fairfax Supervisors and most homeowners and civic groups oppose the casino, some state lawmakers believe gaming could rescue the county’s budget woes while additionally generating considerable tax revenue for Richmond.
The Fairfax County Government is projecting limited revenue growth and cost pressures for the 2027 fiscal year, resulting in an estimated $131.5 million budget gap.
Fairfax County is currently facing a $130 million budget deficit, and they’re facing a deficit as far as the eye can see,” Surovell told CBS9 in DC this week. “They constantly ask us for additional authority to raise revenue, and this would present a huge opportunity.”
As for the supervisors listing their opposition to a casino in their 2026 Legislative Program, Surovell opined, “I think they’re being kind of overreactive about it and listening to a very small group of people who basically don’t want something in their backyard.”
