Woman Accused of Pistol-Whipping Man at Bally’s Dover Craps Table Turns Herself In

Delaware’s Division of Gaming Enforcement has announced the arrest of a woman accused of assaulting a man with a handgun during an altercation at Bally’s Dover Casino earlier this month.

Authorities say the incident occurred March 14 at a craps table on the casino floor, one of the property’s busiest gaming areas. According to investigators, a dispute between the two individuals quickly escalated after a man allegedly struck Jacklyn Twitchell in the face with money. Twitchell then allegedly pulled out a handgun and pistol-whipped the man in the face, injuring him, before leaving the area.

Casino security responded to the incident, but officials say Twitchell refused to cooperate and fled the property before law enforcement could question her.

Former Employee

The Division of Gaming Enforcement, which is responsible for regulating Delaware’s casinos and investigating criminal activity within them, led the case. Officials noted that Twitchell is a former employee of Bally’s Dover, though it remains unclear when her employment ended.

Twitchell turned herself in to Delaware State Police on March 20. She was taken to Sussex Correctional Institution, where she is being held in lieu of $26,000 cash bond.

She faces multiple charges, including second-degree assault, possession of a deadly weapon during the commission of a felony, carrying a concealed deadly weapon, and aggravated menacing. Under Delaware law, the presence of a weapon during an alleged assault can significantly increase the severity of charges and potential penalties.

Authorities have not released details on the condition of the alleged victim.

Pistol Whippings at Craps Games Rare

It is unclear how Twitchell was able to bring a firearm onto the casino floor. Delaware allows concealed carry with a permit, but private gaming properties such as Bally’s maintain their own security policies, which typically restrict weapons on the premises.

Bally’s Dover Casino, located in the state capital, features slot machines, table games, and a harness racing track, attracting both local patrons and out-of-state visitors. Incidents involving weapons on casino floors are relatively uncommon because of extensive surveillance and security measures — and pistol-whippings at craps tables are almost unheard of.
