Police in Nepal have arrested the head of the company that operates the Casino Waldo in Kathmandu for alleged gambling fraud at the venue.

Chan Min Ching, a Chinese national, was taken into custody last week. He is the chairman of Waldo Dynasty Entertainment, which runs the Casino Waldo tied to the Aloft Hotel in Kathmandu’s Thamel district, a major tourist hub.

Pawan Bhattarai, a spokesperson for Kathmandu Police, said in a statement that investigators had previously arrested four Indian and two Nepali nationals at the casino on charges of cheating.

The group allegedly installed “dummy players” with “lenses in the eyes and chips in the cards,” Bhattarai added.

Ching has been arrested for “investigation into the same matter,” and it remains unclear whether formal charges have yet been filed. Under Nepalese law, suspects may be held while police seek court approval to extend detention for further investigation.

Sophisticated Scheme

The method of cheating is unclear from the police statement, which is currently the only account available. The use of contact lenses would suggest cards were marked with infrared ink or microdot patterns, which would be detectable only by specialized lenses.

But the assertion that the cheating involved “chips in cards” points to a scam based on embedded microchips or RFID-style components, rather than visual card marking.

Casinos themselves use RFID-enabled cards, particularly in baccarat, to track game integrity, and shoe composition in real time.

Embedded components like this are usually read by electronic devices, not by the human eye, and therefore would not normally require visual aids such as contact lenses.

The presence of both elements is unusual and may point to imprecise translation of the technical details, an entirely new system of cheating that Casino.org hasn’t heard of yet, or simply two separate systems running at the same time.

Nepal’s casino regulations typically limit gambling to high-end hotels, principally to attract foreign tourists, and locals’ access is restricted. Most forms of gambling outside these licensed venues are illegal.

Mystery Man?

Beyond his role at Casino Waldo, there is little publicly verifiable information about Chan or Waldo Dynasty Entertainment. Corporate searches draw blanks on the company’s ownership structure and Chan’s prior business activities. There are no publicly available company statements and very little in media archives relating to the company.

However, limited transparency is not uncommon in Nepal’s casino sector, where corporate records are difficult to access and foreign executives often maintain a low public profile.
