AGCO Changes Standards as Centralized Self-Exclusion Launch Draws Closer

The Alcohol and Gaming Commission of Ontario has announced changes to the Registrar’s Standards for Internet Gaming as the launch of iGaming Ontario’s Centralized Self-Exclusion (CSE) program gets closer.

CSE Launch Expected in First Half of 2026

The CSE program will be administered by iGO, where Ontario players may voluntarily self-exclude from all regulated igaming sites in the province via a simplified, streamlined process.

Casino.org reached out to iGaming Ontario for an update on launch timing for the CSE program but we haven’t heard back.

The President and CEO of iGaming Ontario, Joseph Hillier, told Casino.org in an interview just before Christmas that the CSE program would be launched in the first half of 2026.

Centralized System for Players

The AGCO issued a statement this week that after hearing feedback from the industry, it was tightening the wording for Requirement 12 of the new CSE standards (2.14.1), simplifying it, to make it easier to understand.

The objective is to make sure that players who have chosen to centrally self-exclude are not able to access gaming sites, even during a service disruption. The AGCO said it’s a priority to protect self-excluded players, no matter what’s happening with the system.

In Ontario, every licensed igaming operator has to offer a way for players on their site to self-exclude, as required under Standard 2.14. The new CSE will eliminate the need to self-exclude across multiple platforms for players who need that.

CSE Program Overdue

Licensed operators will be required to participate in the CSE system as well, promoted on their sites, ensur the term lengths are clearly defined and include six-month, one-year and five-year term options.

The market has been waiting for the launch of the CSE Program since August 2024, when iGaming Ontario selected a joint bid by Integrity Compliance 360 (IC360) and IXUP to develop the system. IC360’s tech-first expertise in betting integrity has been exhibited through ProhiBet and IXUP’s demonstrated success with BetStop in Australia, iGaming Ontario said in a past statement.
