Police Arrest Man at Bally’s Dover on Drug, Human Trafficking Charges

Police in Delaware say they recently arrested a 44-year-old man at the Bally’s Dover Casino Resort on numerous drug and human trafficking charges.

The Dover Police Department revealed in a release on Wednesday that they arrested Antwan Freeman, of Dover, at the Bally’s casino property last Friday, January 16. The police report detailed that law enforcement responded to the casino and racetrack complex after a call came in regarding a physical altercation.

During a further investigation of a hotel room booked by Freeman, police allege that they found 10.1 grams of crack cocaine, 3.63 grams of heroin/fentanyl, 57.6 grams of PCP, 19 doses of alprazolam, crack manufacturing equipment, and $465 in suspected drug proceeds. Police said the investigation additionally determined that “Freeman was trafficking an adult female victim that was in the room with him.”

Freeman was arrested without incident on numerous charges.

Delaware Human Trafficking Laws 

The Dover Police Department charged Freeman with nine counts, including possession with the intent to deliver PCP, heroin, and crack cocaine, the trafficking of a human, and human trafficking-sexual servitude. The latter charge is reserved for when an individual is compelled by force, fraud, or coercion to engage in commercial sex acts.

Freeman is facing decades in prison if convicted on all counts. In Delaware, the human trafficking of an individual for commercial sex purposes is a Class C felony, unless the victim is a minor, in which case it is a Class B felony.

Delaware law requires its three casinos to display awareness signs informing the public about human trafficking and understanding the possible signs of a trafficked person.

A public awareness sign must be displayed in an establishment within a category designated by the Delaware Anti-Trafficking Action Council,” the law reads. “An establishment that is a casino must display a public awareness sign in a manner that is clearly conspicuous and visible in all public restrooms, all staff breakrooms, and all lobbies.”

The Delaware Department of Justice says human trafficking is a form of modern-day slavery. While there is no official estimate on the number of people trafficked in the US, the Polaris Project estimates that the number of victims nationally reaches into the hundreds of thousands each year when sex and labor trafficking are aggregated.

Bally’s Arrests

The Bally’s Dover arrest comes only weeks after a man and two women were arrested at Bally’s Lincoln after a man claimed he was robbed at knifepoint after agreeing to pay the women for sexual acts.  

Police in Rhode Island said that upon entering the hotel room with the two female escorts, a man emerged and threatened to kill him unless he handed over his casino winnings. He was told not to tell the police, but did so immediately.

Responding law enforcement charged the man, identified as 28-year-old Dominyck Sims, of Worcester, Mass., and two women, identified as 19-year-old Naushka Machuca, of Marlborough, and 19-year-old Tashawana Tuckta-Warner, of Boston, with numerous crimes. The charges included first-degree robbery, conspiracy, the use of weapons other than firearms, and disorderly conduct.
