Encore Boston Harbor Unionization Continues as Cage Workers Join Teamsters

The unionization of Encore Boston Harbor continues as casino cage employees have agreed to join Teamsters Local 25.

In a release issued to Casino.org, Teamsters Local 25 says a group of 85 Encore Boston Harbor employees working as casino cashiers voted “overwhelmingly” to join the International Brotherhood chapter based in the Massachusetts capital city.

We joined the Teamsters because we believe in fairness, respect, and building a better future for everyone on the job,” said Ranjana Thapa, an Encore Boston casino cashier. “It wasn’t easy, but we overcame every obstacle, stood together through the hard  times, and never backed down.”

Cage cashiers convert gamblers’ gaming chips to cash. The workers say they joined the Teamsters so they can negotiate better pay and increased benefits, and have “a real voice in the workplace.”

These workers fought long and hard, determined to win a strong voice on the job,” added Tom Mari, Teamsters Local 25 president. “All of us at Local 25 are ready to make sure these new members get the industry-leading pay and benefits that they deserve.”

Teamsters Local 25 represents more than 13K employees in an array of careers throughout southern New England.

Wynn Unions

When Wynn Resorts was under the control of Steve Wynn, the billionaire worked tirelessly to keep his Las Vegas Strip properties clear of unions.

Notoriously anti-union, the Las Vegas Strip visionary was said to have warned his workers that unionizing wouldn’t be in their best interest. The National Labor Relations Board subsequently ordered Wynn Resorts to notify employees that any warning against unionizing should be dismissed, and a vote to unionize would not threaten their employment, despite earlier statements from Wynn himself claiming otherwise.

Much to Wynn’s chagrin, Wynn Las Vegas unionized in 2005 with the Culinary Workers Union. Encore followed after it opened in late 2008.

Wynn Resorts’ first and only US property outside of Nevada — Encore Boston Harbor — opened in June 2019. Most resort workers unionized with Unite Here Local 26.

In October 2020, about 100 workers joined IBEW Local 103. That contract included Encore Boston Harbor electricians, slot technicians, and A/V servicepeople. Three years later, slot attendants at Encore Boston joined Unite Here Local 26. And now, 85 casino cage cashiers are unionized.

Proponents of unions say collective bargaining leads to better pay and benefits for workers, and gives employees a stronger voice against management and ownership. Opponents claim unions harm businesses by raising costs, hindering productivity, limiting worker autonomy, and contributing to economic instability. 

Encore Leads Massachusetts

In Massachusetts’ three-casino gaming industry, Encore Boston Harbor stands in a league of its own.

Through seven months of 2025, Encore Boston Harbor has generated gross gaming revenue (GGR) of $430.9 million from its slot machines and table games. During that same time, MGM Springfield reported GGR of $165 million, and Plainridge Park, a slots-only facility, reported GGR of $105.1 million.
